Meeting Notes

Commissioner Seits called the hybrid meeting of the San Diego County Flood Control District Advisory Commission (FCDAC) to order at 9:32 a.m. on Thursday, April 3, 2025. Attendees joined both remotely and in person from Conference Room 472.

• The Commission welcomed a new member, Mary Yang.
• Review February 6, 2025 Meeting Minutes – Action: Read and approved. Commissioner Seits motioned for approval. Commissioners Temple and Scott seconded. All present commissioners voted aye with Commissioner Yang abstaining. Motion carried.
• Presentation on Operational Budget Update – Ms. Agahi provided a report on the FY 24-25 County Operational Planning and Flood Control District budget for the next two years, explained next steps for approval, and answered revenue-related questions. Staff will follow up regarding whether any County funds were used by the City of San Diego for the January 20, 2024 flooding event.
• FC Major Maintenance / Culvert Repair Projects Status – Ms. Zhang gave an update on major maintenance projects and explained how projects are ranked and assessed. Updates were provided on Happy Way North (Lakeside), Burkshire Place (Winter Gardens), and Casa de la Torre Court (Spring Valley).
• Weather Center Architecture Redesign – Mr. Heckstall-Rodenbaugh gave a report on goals, objectives, and benefits of the redesign.
• Other Business – Commissioner Wood discussed the possibility of stepping down. Ms. Agahi and other commissioners expressed appreciation for his service and will discuss further.
